In paragraph 1 of the Summary you will find an account of the latest Japanese efforts to increase their commercial footing in South China; Canton and Macao are both concerned. Admiral "YAKUZAKK, Commanding the Third Fleet, is to visit both places this month.

The Consul-General, Canton, is fully

conversant with the facts reported in the Summary, as is also His Excellency the Governor of Hong Kong. The latter is in comunication with the Colonial Office on the subject.
